This is a brass fleam used for blood-letting which was a common practice in the 19th century and for centuries before that. They were also used during the Civil War era and beyond.
To use the device, the curved handle is cocked back (this takes a little practice) and the blade is placed over the area to be lanced. When the trigger lever is pressed the blade makes the cut faster than can be seen by the human eye.
Measures 2 1/4" long Will come as shown in above photos. As found in attic. see pictures for best description.
