The size (8) is on the band. The wide band has decorative lettering saying "A Stitch in time Saves nine". This thimble was first made by Simons in 1906 and then reissued in the 1940s. The condition is mint, crisp and in round with no holes, dents or even a needle mark. That leads me to believe this is a 1940s edition. It has no personalization. One is shown on p. 99 (fig. 38) of Gay Ann Rogers' book American Silver Thimbles.
