This set of twelve (Connecticut is missing) bronze coins was issued by the Shell Oil Company in 1969 as a give away at its gas stations commemorating "The First Thirteen" states.
In 1969 Shell Oil offered aluminum coins of all 50 states as game pieces for winning prizes. I do not think that these bronze coins were part of the prize give away but were offered as a collectible, educational set for their customers and very effective way to entice repeat business.
The cardboard holder and booklet with a brief history of each of the first thirteen states is also included. (Connecticut is included in the booklet.)
