This action was taken so that any silver certificate with a yellow seal could be essentially cancelled should the enemy in fact capture the paper money. This is a Friedberg # 2307 North Africa 1934-A $5.00 World War II Emergency Issue Silver Certificate graded and certified by PMG as Choice Uncirculated 63. The signatories on these two notes are of W.A. Julian as Treasurer of the U.S. and of Henry Morgenthau, Jr. as Secretary of the Treasury. In 1942 United States troops were heavily involved in the North Africa campaign of World War II; the soldiers were paid in cash for their services. As with the Hawaii Silver Certificate notes, the U.S. government was worried that the American money suppied to North Africa servicemen could be subject to capture by the predominantly-German enemies in that theater of the war. In response to this worry, all military personnel in that theater were paid with one, five, and ten dollar silver certificates with a yellow seal. This action was taken so that any silver certificate with a yellow seal could be essentially cancelled should the enemy in fact capture the paper money.
