BSA? Canadian? "Blue Jay" Patrol Patch? Beautiful Embroidered patch from 1980s?

One new, unsewn, mint and still crisp BSA? Canada? "Blue Jay" Patrol patch? This patch has very nice embroidery and great colors.  I have been told they are Canadian patrol patches but have not been able to verify that. I have many of these patches but only one of each different design. Please help identify them for me.

• Very good quality embroidery on twill like background
• Plastic back
• Rolled edge

*I'm not sure of the origin, age, or use of this patch, please help.
