This is an electric shelf/mantle/table clock built (probably around the 1930's) by the E.Ingraham Company. It runs, but loses about 30 minutes a day. You may be able to fix it or use it as a decoration only or for parts. The chime works and rings every hour. I believe the wood is walnut and has wood inlaid trim. There is some scuffing and wear as you might expect in something this old. The dimensions are approximately 8" wide x 6.25" high x 3" deep.
